New and Innovative Methods of Delivering Better and More Cost-Effective Services From Your Fire Department

This website contains the document, To Protect and Save. It was developed by professional and volunteer firefighters including chief officers and rank-and-file personnel whose combined experience in the fire profession is over 300 years. This career firefighter study group assessed the present system of delivering emergency fire, rescue and medical emergency responses and fashioned new models that would benefit the public in faster response capability, both in daily emergencies and major disasters. Their models would also reduce costs. In Glendale, CA., the new models would reduce fire operation costs by up to $15 million per year.

Research data was compiled from a variety of sources, but focused on the cities of Pasadena and Glendale, California. Over a five-year period in the late 1990痴, the author, who served three decades in public safety and served his last two as Pasadena Police Chief, assembled groups of fire chiefs and regular firefighters. Removing the barriers of the fire culture and tradition, they were able to reconstruct a fire delivery system that reduces response times on emergency calls by up to six minutes, increase disaster preparedness and response by doubling existing resources, while reducing costs.
